    After describing the first and second training phase of teacher education as well as the application of teachers for a post and tenure in Germany, the author points out that the "professionalization of teachers" as a concept is characterized by a) a "high (scientific) subject knowledge", b) "didactic knowledge and skills based on subjects", c) "foundations in social sciences" and d) "the socialisation into the teaching profession". The mission was organized and conducted under the aegis of the American National Metric Council to learn at first hand the progress of metrication in the United Kingdom and the progress of metrication in the aerospace industry in both the United Kingdom and the Federal Republic of Germany. Representatives of the mission included a cross section of government, industry, labor, and other segments of the private sector.     This paper describes the legal and regulatory framework under the Immigration Act of 30 July 2004 (Zuwanderungsgesetz). The Immigration Act, made up of several acts and amendments to existing legislation, has established a new concept of managed migration by the Act on Residence, Economic Activity, and Integration of Foreigners on the Federal Territory (Residence Act). This Act describes as its purpose to manage and restrict the influx of foreigners into the Federal Republic of Germany and to enable and organize immigration with due regard to the integration capacity and the interests of the Federal Republic of Germany in terms of its economy and labour market policy. --
